UIL progresses toward requiring all Class 6A schools to report concussions to Texas-wide database

PFLUGERVILLE -- The UIL athletics committee on Sunday passed a proposal for mandatory Class 6A concussion reporting.

The potential requirement came to the committee as a recommendation from the UIL medical advisory committee. At a meeting in September, the group -- comprised of UIL officials, high school coaches and trainers, and medical professionals -- crafted a proposal in hopes of boosting its statewide concussion registry.

The full UIL legislative council will vote Monday on its implementation during the 2019-2020 school year.

The UIL started the database, dubbed "ConTex 2," in partnership with UT Southwestern as a way to track concussive incidents during high school sporting events across the state to better understand instances and frequency.

The quality improvement project has received some data in its two years of voluntary operation, but officials on the medical advisory committee said last month that the lack of feedback isn't yet enough to draw conclusions on safety and protective measures.

Class 6A schools would offer the most comprehensive and populated results, medical advisory committee members said.

"A chicken or the egg argument," UIL deputy director Jamey Harrison said. "[The] medical advisory committee is saying 'We need to see this before we make a mandate,' and the researchers are saying 'We need to get the data to get you that. We need more participation.'"
